Unannounced business inspections in Ukraine may be permitted in specific circumstances, particularly where the law provides grounds for an unscheduled inspection or immediate regulatory response. Scheduled and Unscheduled Inspections
Source material refers to the Tax Code of Ukraine, legislation on state supervision and other regulatory acts. Scheduled inspections are conducted under an approved plan and are generally notified in advance, while unscheduled inspections may take place without the same notice where a statutory ground exists.

Where a court decision authorises the relevant inspection, controlling authorities may attend without prior notice .

Threats to life or health and other urgent circumstances are possible grounds for immediate inspection activity.

the right to have an authorised representative present;
the ability to record the inspection where permitted;
the inspection report and the procedure for objections or appeal.
Management should record who attended, what documents were requested and what actions were taken. Persons without the required authority should not be given access merely because they claim to represent a regulator.
Unannounced-inspection response strategy should focus on verifying authority, controlling document access and recording procedure from the first minute of the inspection. Lack of advance notice does not remove the business’s right to demand lawful procedure and challenge irregular actions later.
