Vehicle imports for the Armed Forces of Ukraine (AFU) require customs, humanitarian-aid and transfer documentation to be coordinated so that donated vehicles can reach military recipients without avoidable legal uncertainty. Why Changes Were Needed
Providing the Armed Forces of Ukraine with vehicles is critically important during martial law. At the same time, importing vehicles for military needs has frequently involved bureaucracy and uncertainty over the applicable procedure.
Legislators and the Government introduced a number of changes intended to simplify and regulate vehicle imports for the AFU.
Key Legislative Changes
1. Temporary State Registration of Humanitarian Vehicles
On 29 October 2024, the Cabinet of Ministers of Ukraine adopted Resolution No. 1235 governing the registration of vehicles recognised as humanitarian aid for military purposes. Such vehicles are subject to temporary state registration.
Documents required for registration include:
acceptance and transfer certificate;
electronic humanitarian-aid declaration.
2. Wider Range of Organisations Eligible for Duty-Free Vehicle Imports
A law effective from 23 January 2024 expanded the list of entities entitled to import vehicles without customs payments:
charitable foundations;
public organisations;
military units.
This arrangement is intended to accelerate delivery of vehicles to military recipients.
3. Restrictions on Recipients of Humanitarian Vehicles
From 1 December 2023 vehicles may be imported as humanitarian aid only for the AFU.
Conditions include:
transfer to specific military units or service personnel;
transfer within 90 days from the date of import.
4. Simplified Declaration of Humanitarian Cargo
A simplified paper declaration procedure at the border applied until 1 April 2024, followed by mandatory advance electronic declaration.
The stated objectives are:
greater transparency;
improved control.

strict compliance with the applicable procedure;
