Construction licence in Kyiv confirms the right to perform regulated construction work where the relevant project falls within the risk categories. Licensing requires a prescribed filing package and evidence that the contractor meets technological, organisational and professional qualification requirements.
State Architectural and Construction Inspectorate (GASI, Ukrainian abbreviation) is as the authority issuing construction licences. Requirements and review periods may change, so the filing package should be checked against the applicable licensing criteria before submission.
Construction Work Requiring a Licence
Licensing for construction work connected with architectural objects classified is CC2 (medium consequence class) and CC3 (high consequence class). Listed activities include general construction and installation, engineering infrastructure, and transport infrastructure.
foundations, structural works, installation of technological equipment and commissioning;
heating, sewerage, water supply, electricity and air-conditioning systems;
roads, tramways, railways, underground systems, bridges, crossings, lifts and similar transport infrastructure.
For CC2 work, the source requires experience on at least three CC1 projects. For CC3 work, it refers to three CC2 projects or five CC1 projects. Licence cost therefore depends in part on the scope and complexity of the activities included in the application.
Documents
extract from the Unified State Register for the company or individual entrepreneur;
details of the office, warehouse and production premises, including their area;
State Labour Service permit where high-risk or work-at-height activities are planned;
information on the education and qualifications of the director or individual entrepreneur;
banking and company contact details;
copy of the previous licence and appendices for a repeat application.
GASI first reviews the documents and then submits the matter to a licensing commission meeting twice a month. Following a refusal, documents are described as being resubmittable no earlier than three months later.
Licence Issue and Payment
After a positive decision, the licensing information is published in the state register. The applicant then has 10 days to pay a state fee equal to one subsistence minimum. A separate State Labour Service permit may also be required for high-risk construction work.
Construction licensing preparation should match the planned CC2 or CC3 works, staff qualifications, previous project experience and any additional high-risk permits before the application reaches the commission. A structured filing reduces the risk of a refusal that could delay the project for several months.
