Licensing, Permits and Sector Regulation · Licences, Permits and Certification
Alcohol and tobacco licensing in Ukraine is required for businesses that sell the relevant excisable products through shops, bars, restaurants, kiosks, hookah venues or wholesale operations. Licensing should be organised before trading starts because the licence is connected to the type of activity and, for retail, to the specified place of sale.
Tobacco retail licensing
A tobacco licence is an authorisation to trade at the stated location. The application filed with the relevant taxpayer service centre should identify the type of activity and address of the trading premises.
The authority decides within ten days after submission, that the licence fee must be paid and evidenced by a payment document, and the licence is then registered with the relevant authority for the place of trade.
Licence duration and fees
Retail tobacco licences are valid for up to one year and wholesale licences for five years. It also contains historic fee figures for wholesale and retail licensing and describes quarterly payment for retail licences.
Alcohol licensing
Retail sale of alcohol is also described as a licensed activity. Before filing, the business may need to register the cash-register equipment used at the point of sale.
Documents for an alcohol retail licence
application identifying the trading point, address and type of trade;
evidence of licence-fee payment;
documents confirming registration of cash-register equipment or transaction books used at the trading location;
power of attorney where a representative handles the filing.
Where storage and retail premises are at different addresses, storage-location information should be recorded in the relevant state register.
Wholesale activity
Wholesale licensing is described separately and may require information about prepared warehouse premises. Source text states a five-year validity period and provides historical fee figures for alcohol, cider and perry wholesale licences.
Trading without a licence
The source material refers to administrative liability, confiscation of goods and a percentage-based financial sanction for unlicensed alcohol or tobacco sales. Because this Batch is a localisation rather than a legal update, the historical amounts and statutory references in the source have not been independently verified.
Historical licence fees
The figures for tobacco licensing are as follows: Ukrainian hryvnia (UAH) 500,000 per year for wholesale trade, UAH 250 for retail trade in rural areas and UAH 2,000 for retail trade in urban areas for each trading place, with retail payments made quarterly. For alcohol retail, it states UAH 500 per cash register in rural areas and UAH 8,000 in urban areas, except for cider and perry, and refers to UAH 780 for the relevant retail authorisation in the described case.
For wholesale alcohol activity, the source states a five-year licence and a fee of UAH 500,000 for alcoholic beverages, with UAH 780 indicated for cider and perry.
Liability figures
The source also refers to an administrative sanction of UAH 3,400–10,200, possible confiscation of goods and a fine equal to 200 percent of the value of goods sold, subject to a stated minimum of UAH 17,000 for unlicensed trade. It cites Law of Ukraine No. 222-VIII of 2 March 2015 in connection with the licensing framework.
Alcohol and tobacco licensing strategy should start with the exact products, retail or wholesale model and each trading or storage location. Preparing the correct application, payment evidence and cash-register documentation before launch reduces the risk of operating without the required authorisation.
