Freight transport licence in Ukraine is required for specific categories of road haulage, particularly international carriage and transport of dangerous goods. Business owners should first define what goods will be transported, whether routes are domestic or international, and which vehicles will be used.
When a Freight Transport Licence Is Required
Domestic carriage of ordinary goods may be performed without a freight transport licence, while dangerous-goods transport is licensed. International freight transport requires the relevant authorisation regardless of whether the cargo belongs to the carrier or to a customer.
State Service of Ukraine for Transport Safety, commonly known as Ukrtransbezpeka, is the licensing authority. The stated processing period is 10 working days, and documents must follow the prescribed forms. Licensing is handled in Kyiv, while applicants from other regions may submit documents by post.
One vehicle may not be used simultaneously by several licensees.
Licensing Process
The source procedure includes registration of the vehicles, obtaining vehicle cards, arranging maintenance and insurance, and confirming appropriate driver qualifications for international or dangerous-goods transport. Documents are then filed with the competent transport authority and reviewed before the licensing record is issued.
Vehicles may also require monitoring equipment. An applicant seeking a licence for international transport of dangerous goods must demonstrate three years of transport experience, while this requirement does not apply to other freight transport activities.

passport and tax identification details of the director or individual entrepreneur;
evidence of professional training for the employee responsible for transport safety;
contact and banking details where required by the filing package.
Vehicle and Infrastructure Requirements
The source also refers to vehicle technical passports, inspection acts, conformity certificates and temporary registration documents where a vehicle is leased. A carrier should document access to parking, repair facilities, medical support and mechanical support, either through its own facilities or through agreements with a transport enterprise.
Driver documentation is part of the compliance package. The source lists driver assignments, medical certificates and driving-category documents, together with insurance against accidents and civil liability. Appointment of a person responsible for compliance with licensing conditions should also be documented at company level.
