Immigration to Ukraine for Information Technology (IT) specialists can provide a route to permanent residence where the applicant qualifies under the immigration quota and meets the professional requirements. Permanent status can remove the need for repeated temporary work and residence formalities and gives the specialist greater freedom to work or establish a business in Ukraine.

Immigration Quota for IT Specialists

In 2026, a quota of 5,000 foreign IT specialists was allocated for immigration and permanent residence. Immigration quota means the maximum number of foreign nationals who can receive immigration permits and permanent residence within the relevant quota category.

Quota distribution is:

  • Kyiv — 2,500 persons per year;

  • Kharkiv — 700 persons per year;

  • Odesa — 600 persons per year;

  • Dnipro — 600 persons per year;

  • Lviv — 600 persons per year.

Immigration Permit Procedure for IT Specialists

1. Prepare the Documents

Applicant should assemble the required documents and confirm compliance with professional criteria, including education and documented work experience in the IT sector where such evidence is required.

2. File for an Immigration Permit

Foreign nationals already in Ukraine submit the package to the competent migration authority. Applicants abroad use a Ukrainian consular office in their country of residence.

3. Applicant Verification

Migration authorities review the submitted information and conduct the checks required before an immigration permit can be issued.

4. Obtain Permanent Residence

After receiving the immigration permit, the foreign national applies again to the migration authority for the permanent residence document. The permanent residence permit is issued within 15 working days after the relevant application.

5. Register the Place of Residence

After permanent residence is obtained, the foreign national should register or re-register the place of residence within the period, stated there as 30 days.

Replacement of a Lost or Stolen Temporary Residence Permit in Ukraine

Replacement of a lost or stolen temporary residence permit allows a foreign national or stateless person to restore valid residence documentation after the original card has been lost or stolen. Core requirement is evidence of the loss or theft together with a new application to the migration authority.

First Step After Loss or Theft

Foreign national should report the loss to the police, preferably in the area where the document disappeared. Police record the incident and issue the document required to confirm the circumstances of the loss or theft.

After personal notification to the State Migration Service of Ukraine (SMS), the previous residence permit is treated as invalid and can no longer be used as a valid identity or residence document.

Documents for Replacement

  • residence permit being replaced, except where it has been lost or stolen;

  • foreign passport or identity document of a stateless person;

  • Ukrainian translation of the foreign passport;

  • documents confirming the circumstances or legal facts requiring replacement;

  • where documents concerning loss abroad were issued by a foreign authority, legalisation or other authentication where required;

  • receipt confirming payment of the administrative fee.

When Replacement May Not Be Available

A residence permit whose validity has already expired cannot simply be restored through the loss-and-theft replacement procedure. A different immigration step may be required.

It also states that unpaid fines and debtor-registry issues can affect replacement. Applicant should therefore check both immigration status and outstanding administrative obligations before filing.

Visa preparation should begin with the correct category, evidence of purpose, financial documentation and any invitation required for the trip.

Visa-Free Stay and When a Visa Is Required

Some foreign nationals can enter Ukraine under visa-free arrangements for the period permitted by the applicable regime, while nationals of other states require a visa before travel. Intended length and purpose of stay determine whether a short-stay, long-stay or other visa category is relevant.

Documents for a Ukrainian Visa

  • completed and signed visa application;

  • photograph in the required format;

  • valid medical insurance with the coverage as at least euro (EUR) 30,000 or equivalent;

  • evidence of sufficient financial means for the stay;

  • proof of payment of the consular fee;

  • document confirming the purpose of the planned visit;

  • invitation from a company or private individual where the purpose and visa category require it.

Consular office may request additional documents depending on the applicant's nationality, residence and purpose of travel.

Main Visa Purposes

Visitor or private visas can be used for family, friends, medical treatment or other private purposes. Tourist visas support travel for tourism, while business visas may relate to conferences, meetings, contract signing, professional training or other commercial activity.

Visa Categories by Duration

Source material distinguishes transit visa category B, long-stay visa category D and short-stay visa category C. Exact permitted stay and validity should be determined from the category and the terms of the issued visa.

Border Entry and Purpose of Stay

Visa issuance does not remove the need to explain the purpose of travel at the border. Supporting documents should be consistent with the stated purpose so that the traveller can demonstrate why entry is requested and where the person will stay.

Obtaining a Ukrainian Driving Licence for a Foreigner

Ukrainian driving licence for a foreign national requires the applicant to have the residence documents and registration needed for the procedure, complete the required medical and driving-school stages and pass the examinations administered through the competent service centre. Foreign status does not remove the obligation to meet local driving and examination requirements.

Basic Eligibility

A foreign national should have temporary or permanent residence documentation together with registered place of residence before applying for a Ukrainian licence.

Documents for Driving-School and Licence Procedures

Applicant may need photographs, copies of the residence permit and the required medical certificate. Additional identity and residence documents are presented according to the stage of training or examination.

Theory and Practical Examinations

Source material describes a theory test administered through the service centre of the Ministry of Internal Affairs. It states a 20-minute computer test with 20 questions and notes that more than two errors or failure to complete the test in time results in an unsuccessful attempt.

The theory examination can be retaken after the required waiting period and the number of theory attempts is not limited. Successful theory completion gives access to the practical driving examination.

Practical examination requires the applicant to demonstrate driving skills in real conditions. Source material refers to three practical attempts.

Timing

Total time depends on the applicant's preparation, driving-school programme, examination availability, location and any residence-document formalities. Source material gives a broad period ranging from several days to three months, depending on the circumstances.

Support can include review of residence status, explanation of document requirements, coordination of formal steps and guidance on insurance and legal driving conditions in Ukraine. Mandatory training and examinations remain personal requirements of the applicant.

Driving-school enrolment requires the residence and identity documents used to create the student's file. Source material refers to photographs, a copy of the residence permit and medical documentation as part of the preparation stage.

The practical examination follows successful theory testing and assesses actual vehicle control and road behaviour. Training time, examination scheduling and the applicant's readiness therefore affect the total duration more than the administrative issue of the licence card itself.

Foreign-national driving licence procedure in Ukraine should be planned around valid residence status, medical clearance, training and both examination stages so that immigration documents and driving requirements remain aligned.

Obtaining a Temporary Residence Permit in Ukraine

Temporary Residence Permit (TRP) in Ukraine confirms a foreign national's right to reside in the country temporarily on a recognised legal ground. Permits with validity of up to three years, while the actual period depends on the applicant's basis, such are employment, study, marriage or another qualifying circumstance.

Main Grounds for Temporary Residence

Source material refers to Article 4 of the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons" and lists several common grounds for obtaining a TRP:

  • marriage to a Ukrainian citizen or, in relevant cases, a person holding residence status in Ukraine;

  • official employment in Ukraine;

  • work as a representative or correspondent of foreign media;

  • study at a university, school or other educational institution;

  • volunteer activity;

  • status as a founder or participant of a Ukrainian legal entity where the statutory requirements are met.

List is not exhaustive. Permit validity and supporting documents vary according to the legal basis. Examples include study-related permits linked to the period of education, founder-related cases with a two-year period and employment permits ranging from six months to three years.

Procedure for Obtaining a TRP

  • prepare the application and supporting documents;

  • conduct a preliminary document check where appropriate;

  • submit the application to the competent migration authority or authorised administrative centre;

  • receive the residence permit after approval;

  • register the place of residence within the required period after the permit is issued.

Source material states a 15-working-day consideration period where the documents are complete and the applicant is lawfully present in Ukraine.

Documents Commonly Required

  • foreign passport or identity document, including a type D visa where the relevant immigration ground requires it;

  • notarised Ukrainian translation of the passport;

  • medical insurance valid for the required period;

  • receipt confirming payment of the state or administrative fee;

  • document establishing the legal basis for residence, such as a work permit, marriage certificate or study document.

Certain categories may be exempt from particular state fees under the rules.

Filing and Refusal Risks

Documents may be filed with the State Migration Service of Ukraine (SMS) or, where technically available, through authorised state-enterprise or administrative-service centres. Incorrect documents, an invalid immigration basis or problems with lawful stay can lead to refusal or a request for correction.

Residence basis determines not only whether the permit can be issued but also its validity and the supporting evidence required. Employment cases rely on employment and work-permit documentation, study cases on education records, and family cases on documents confirming the qualifying relationship.

Documents may be accepted through authorised administrative-service centres where the necessary technical facilities are available. Applicant should still confirm which office is competent for the future place of residence before filing.

After the permit is issued, registration of the place of residence is a separate procedural step. Source material states a 30-day period for this registration, so collection of the residence card should not be treated as the final administrative action.

Fee exemptions apply to certain protected categories. Applicant who may qualify should prepare the evidence of that status instead of paying the fee automatically and trying to recover it later.

Tax Identification Number (TIN) in Ukraine for a Foreigner

Tax Identification Number (TIN) in Ukraine is required for many financial, employment, property and business transactions involving foreign nationals and stateless persons. Ukrainian tax registration allows a foreigner to be identified for taxation and to complete transactions that require a taxpayer registration record.

Why a Foreigner May Need a TIN

  • company or business registration in Ukraine;

  • payment of taxes, duties and other budget payments;

  • notarial certification of agreements, powers of attorney and other transactions;

  • receipt of income or other payments from Ukrainian sources;

  • official employment;

  • purchase of real estate;

  • opening a bank or investment account;

  • establishment or participation in a Ukrainian legal entity;

  • university admission;

  • inheritance procedures.

Documents for Tax Registration

Foreign passport details are central to the application and, where required, the passport should be translated into Ukrainian in the prescribed form.

  • temporary or permanent residence permit, if available;

  • notarised power of attorney where a representative files on behalf of the foreign national;

  • Ukrainian translation of the passport, certified as required;

  • application in the prescribed form;

  • for a minor, birth certificate and certified Ukrainian translation where required.

A passport translation may not be required in some cases where the applicant holds Ukrainian temporary or permanent residence documentation. Foreign-issued documents used in the process may require legalisation or apostille depending on their origin.

Filing and Processing

Documents are filed with the competent tax authority. Source material describes processing as taking several days and refers to a three-working-day period after submission of a complete document package.

Representative Filing

Where the procedure permits representation, a notarised power of attorney can be used so that a representative prepares and submits documents and later receives the completed tax-registration document for the applicant.

Tax number is particularly important before a foreign national signs a notarised property transaction, receives Ukrainian-source income, becomes a founder of a company or opens certain banking and investment relationships. In those cases the TIN is a prerequisite rather than a document that can be added after the transaction.

Representative filing can be useful where the foreigner is outside Ukraine. Source material requires a notarised power of attorney for a representative acting before the tax authority, together with the passport documentation and translation used to identify the applicant.

Minors require their own tax-registration file. Source material refers to the birth certificate and its notarised Ukrainian translation in addition to the documents of the person acting for the child.

Foreign documents should be checked for apostille or legalisation requirements before submission. Translation should reproduce names and personal data consistently with the passport and any Ukrainian residence document because discrepancies can delay registration.

After the tax authority issues the number, the taxpayer card or confirmation should be retained for later notarial, banking, employment and corporate procedures. Same number is then used in subsequent Ukrainian tax and financial records.

Foreign taxpayer registration in Ukraine should be completed before the transaction that requires the TIN, particularly where company formation, employment, real estate, banking or inheritance documents depend on the tax number.

Obtaining Permanent Residence in Ukraine

Permanent Residence Permit (PRP) in Ukraine confirms a foreign national's right to live in the country on a permanent basis after the required immigration status has been obtained. Permanent residence can simplify employment, repeated entry and other long-term activities that are more restricted under temporary status.

What Permanent Residence Provides

  • long-term residence in Ukraine without the temporary-stay limits applicable to visitors;

  • ability to enter Ukraine repeatedly subject to the immigration rules applicable to permanent residents;

  • possibility of applying for foreign visas while resident in Ukraine;

  • employment without the separate foreign-worker permit described as unnecessary for permanent residents;

  • other rights available to permanent residents under Ukrainian legislation.

Source material also refers to vehicle-import treatment connected with permanent residence and should be read in the context of the applicable customs rules.

Immigration Permit as the First Stage

Permanent residence normally follows an immigration permit. State Migration Service of Ukraine (SMS) is as the principal authority involved in the immigration-permit process.

Immigration Within the Quota

Quota categories include:

  • certain close relatives of Ukrainian citizens;

  • parents, spouse and minor children of an immigrant;

  • persons who served in the Armed Forces of Ukraine for three or more years;

  • investors whose contribution to the Ukrainian economy meets the threshold as at least United States dollars (USD) 100,000;

  • persons who previously held Ukrainian citizenship.

Immigration Outside the Quota

  • spouse, children and parents of a Ukrainian citizen in qualifying circumstances;

  • guardians, custodians and persons under guardianship or custody of Ukrainian citizens;

  • persons entitled to acquire Ukrainian citizenship by territorial origin;

  • persons whose immigration is considered to be in the state interest of Ukraine;

  • foreign Ukrainians and qualifying family members entering and residing together.

Timing and Residence Document

The migration authority has a maximum period of one year to decide an immigration-permit matter. It also notes that permanent residence began to be issued in ID-card format with a ten-year validity period, followed by exchange of the card after expiry.

Grounds for Refusal

Source material identifies false information, an entry ban, an unspent criminal conviction and national-security concerns among circumstances that can result in refusal.

Procedure Management

Legal work may include identification of the quota or non-quota basis, preparation of the immigration-permit file, communication with the migration authorities and subsequent application for the permanent residence document.

Permanent residents generally have a more stable employment position than temporary residents because a separate work permit is not required for employment. Permanent status also removes the need to renew a temporary residence basis every one or several years.

Quota and non-quota grounds must be documented independently. Family relationship, previous Ukrainian citizenship, military service, investment or another category should be supported by the specific evidence that establishes that category rather than by general proof of residence in Ukraine.

Permanent-residence card validity and immigration permission are separate concepts. A ten-year ID-card validity period, after which the physical residence document is exchanged, while the underlying right of permanent residence is not presented is a ten-year temporary immigration basis.

Permanent residence strategy in Ukraine should be planned from the immigration-permit ground through the residence-card stage because the permit, supporting evidence and final residence document form one connected immigration process.

Invitation for a Foreigner to Visit Ukraine

Invitation for a foreigner to Ukraine can support a visa or entry application by documenting the purpose of a planned private or business visit. Format and supporting information depend on who invites the visitor and why the foreign national intends to travel.

Private and Business Invitations

Private invitation may be issued by an individual for a friend, relative or other private visitor. Business invitation is issued in connection with a company or commercial purpose. Content should be consistent with the purpose later stated in the visa and border-entry documents.

Why the Invitation Is Used

Invitation acts as supporting evidence of the planned visit and can identify the receiving party, purpose, expected period and other circumstances relevant to the foreign national's travel.

Preparation Procedure

The receiving party may need to attend a notary to formalise the invitation. Required wording and supporting documents should therefore be checked before notarisation so that the invitation can be used for the intended visa or entry procedure.

Company invitations may require corporate details and evidence of the business purpose, while a private invitation can require identity and address information concerning the inviting individual.

Practical Consistency

Invitation should match the traveller's visa category, travel dates and stated purpose. Inconsistent information can create questions during consular review or at the border even where the invitation itself was properly notarised.

Ukraine invitation document should be prepared around the actual purpose of travel and coordinated with the foreign national's visa and entry file rather than treated as an isolated form.

Obtaining an Immigration Permit in Ukraine

Immigration permit in Ukraine is a key document for a foreign national who plans to settle in the country permanently and later obtain permanent residence. Procedure depends on whether the applicant qualifies within the annual immigration quota or belongs to a category that can immigrate outside the quota.

Quota and Non-Quota Categories

Source material distinguishes two groups of applicants. Quota immigration covers categories such as certain investors, cultural and scientific professionals, refugees and qualifying relatives. It refers to an investment threshold of at least United States dollars (USD) 100,000 for the investor category described there.

Non-quota categories include qualifying spouses of Ukrainian citizens, parents, children, guardians, custodians and other persons whose family or legal status provides a separate statutory basis.

Annual quotas are established by the Cabinet of Ministers of Ukraine for the categories subject to numerical limits.

Where to Apply

Applicant outside Ukraine normally files through a Ukrainian embassy or consulate. Applicant lawfully in Ukraine submits to the competent migration authority.

Documents for an Immigration Permit

  • foreign passport with Ukrainian translation;

  • application in the prescribed form;

  • three photographs in the format;

  • document confirming a place of residence;

  • criminal-record certificate;

  • medical certificate addressing the health conditions specified for the immigration procedure;

  • document proving the legal basis, such as a birth or marriage certificate or another qualifying record;

  • receipt confirming payment of the applicable state fee.

Foreign-issued documents may require legalisation or other authentication depending on their country of origin and the filing requirements.

Procedure

  • prepare the full document package;

  • file with the migration authority or Ukrainian consulate;

  • undergo checks involving the competent migration, border, security and other authorities;

  • receive the immigration permit after a positive decision;

  • use the immigration permit as the basis for the permanent-residence procedure.

Applications are generally filed personally, while legal representatives may act for minors in circumstances allowed by the procedure.

After the Immigration Permit

A person abroad may also need a long-stay visa before entering Ukraine for the residence-card stage. Immigration permit is therefore the foundation for permanent residence rather than the final residence document itself.

Medical, criminal-record and residence documents should be prepared in the form accepted by the filing authority. Where they originate abroad, translation and legalisation requirements should be checked before the applicant travels to an appointment.

Security, border and other inter-agency checks form part of the immigration-permit stage. Applicant should therefore expect the procedure to continue after document acceptance rather than regard filing as an immediate approval.

Ukraine immigration permit procedure should be structured around the correct quota or non-quota ground, complete supporting evidence and the later permanent-residence stage from the beginning.

Renewal of a Temporary Residence Permit in Ukraine

Temporary Residence Permit (TRP) renewal in Ukraine allows a foreign national to continue lawful residence when the underlying legal basis remains valid. Renewal should be planned before the current permit expires because late filing can create fines, interruption of lawful stay or a need to leave Ukraine and repeat visa formalities.

Grounds for Renewal

Renewal generally relies on the same type of legal basis used for the original permit. Source material gives employment, marriage and study as common examples.

  • continued employment in Ukraine;

  • continuing marriage-based residence;

  • continued study at a Ukrainian educational institution;

  • another qualifying basis that remains legally valid.

Student should provide evidence that education continues, while an employment-based applicant should maintain the documents supporting the employment ground. The number of renewals is not itself limited where the legal basis continues.

For a foreign national whose temporary residence is based on marriage to a Ukrainian citizen, source material also refers to the possibility of permanent-residence formalities after the relevant period of marriage and residence.

Renewal Procedure

Renewal follows many of the same document and filing stages as the first application. Main practical difference is the importance of filing before the current permit expires.

  • collect and prepare the renewal documents and applications;

  • check the package before filing;

  • submit to the State Migration Service of Ukraine (SMS) or other authorised filing point;

  • receive the renewed residence permit after approval.

An application should be made no later than 15 days before the permit expires.

Consequences of Late or Incorrect Filing

Late filing can lead to an immigration-status violation, fines or the need to leave Ukraine and obtain a type D visa before a new residence application can be completed where such a visa is required.

Errors in the application or supporting documents can also delay the case or result in refusal. Renewal should therefore be prepared while the current status is still valid.

Support may include preparation of forms and applications, payment coordination, representation before territorial migration authorities and challenge of a refusal or an unlawful decision reducing an earlier period of stay.

Renewal documents should prove that the original basis still exists on the filing date. Employment, study and family residence therefore require updated supporting records rather than copies of documents that were sufficient only for the first permit.

Applicant should also keep valid passport and insurance documentation where these are part of the residence file, because an otherwise continuing residence basis does not remove the formal document requirements for renewal.

TRP renewal strategy in Ukraine should preserve the underlying legal basis, meet the filing deadline and keep residence status continuous so that the foreign national does not need to restart the immigration process unnecessarily.

Extension of Stay in Ukraine

Extension of stay in Ukraine allows a foreign national or stateless person to remain lawfully in the country when the normal visa or visa-free period is not sufficient and a documented legal ground exists. Procedure requires an application to the migration authorities, evidence supporting the reason for extension and compliance with the filing deadline.

Rules for Lawful Stay of Foreign Nationals

Order of the Ministry of Internal Affairs No. 884 dated 20 July 2015 describes how the period of temporary stay is calculated for nationals of countries with visa-free entry to Ukraine.

Lawful stay may be based on the visa-free regime or on the validity period of an issued visa. Where visa-free entry applies and an international agreement does not provide another period, the source text uses the rule of no more than 90 days within the previous 180 days.

Border authorities calculate the permitted period from the actual dates of entry. Exceeding the permitted period may lead to administrative liability, so the number of days spent in Ukraine should be checked before the lawful stay expires.

Grounds for Extending Stay

Law of Ukraine on the Legal Status of Foreigners and Stateless Persons allows an extension only where a relevant ground exists. Source material distinguishes the grounds according to the purpose of stay and visa category.

  • short-stay visa issued before 11 September 2011: pregnancy or childbirth, care for an ill family member, medical treatment, inheritance formalities, work duties of correspondents for filming or interviews, and other circumstances; the period may be extended up to 180 days calculated from entry;

  • transit visa: circumstances such as natural disaster, illness, vehicle repair or another event preventing onward travel, supported by a document confirming the relevant force-majeure circumstances; extension continues until the obstacle is removed;

  • long-stay visa: a valid reason for not completing a temporary or permanent residence permit procedure; extension in this case may be granted for up to one month.

Longer-term residence normally requires a Temporary Residence Permit (TRP) or Permanent Residence Permit (PRP), rather than repeated extensions of a short lawful stay.

Documents and Filing Procedure

Where the receiving party is an individual, The documents for the extension application are as follows:

  • foreign national's passport, translated into Ukrainian and notarised;

  • application requesting extension of the permitted period of stay;

  • original and copy of the passport of the receiving person;

  • document confirming accommodation available from the receiving party;
